What is the normal fasting and P.P. sugar level? What are the symptoms of Diabetics?

My Fasting sugar is 139 and PP sugar is 197. Am I Diabetic? If yes, how severe it is? What I should do to reduce the sugar level? My toes and lower foot has a burning sensation and it pains too. Is it because diabetics?
