Is this normal guy behaviour?

I'm new at school and I met a guy in cl today. He kept saying I looked like a girl from the movie Rush Hour, so then he kept calling me "Rush Hour" and kept saying things like, "Can you hear that outside... I think it's rush hour..." And then he kept making scrunched up paper and going "are you feeling lucky, punk?" and flicking them at my face. He kept trying to take my books so he could right "poo" on them. He kept stealing my things and making me jump up to get them. And then at the end of cl he asked what I had next, so I told him, then he said, "I don't believe you," and he snatched my school planner and looked at my timetable... Is this normal guy behaviour? I think he's pretty cute and he's English (I love English guys...), so how do I become friends with him when he's, er, like this...?
