How to achieve fluency in Arabic and French?

I believe so. I don't know either of those languages, but my brother has been living in United Arab Emirates since March of this year and is pretty much fluent in the Arabic language. That's about 9 mos of him being there, so if he learned in 9 mos, than you can surely learn those 2 since they'll be your minor and if you study abroad.
